Specifications include, but are not limited to: Task 01: Extensive policy review This step includes but is not limited to: In-depth evaluation of current policies and related processes/procedures. Evaluate effectiveness, relevance, and statutory compliance of current DEPARTMENT policies, procedures, and policy-making processes. Determine policy overlap, redundancies and/or contradictions. Provide gap analysis (potential for new policies). Asses overall alignment of policies considering the following but not limited to Nevada Revised Statute, Nevada Administrative Code, state/federal regulations, collective bargaining agreement(s), and DEPARTMENT strategic plan, vision, mission, and value statements. Identify business processes used to carry out or implement current policies. Conduct interviews with policy stakeholders across all levels/areas of the organization (e.g., Division Heads, District Leadership, Human Resources, policy users, etc.). Analyze previous litigation and personnel issues to help identify gaps, inefficient polices, or lack of appropriate policy enforcement or training. Monthly (and/or as needed) check-ins with the Project Manager and periodically with Director’s office to review progress and findings to date. Deliverables include but are not limited to: Comprehensive evaluation of current policies and related policy creation, revision, and approval processes. Descriptions of current business processes used to implement and ensure compliance with policies. Overall plan and schedule for prioritizing and completing policy/procedure revisions along with developing associated forms, manuals, and other related documentation. Executive summary of the above. Task 02: Completed Policy Revision This step includes but is not limited to: Develop a complete and fully updated set of policies, procedures, and associated forms. The distribution of policies for review and approval by appropriate internal stakeholders along with any approving outside entities (e.g., State Human Resources Commission, union representatives, other government agencies, Attorney General’s Office, etc.). Publish a digital and finalized set of approved policies along with a comprehensive policy framework. Conduct a minimum of monthly check-ins with Project Manager. Provide project updates to Director’s Office on an agreed upon schedule and as requested. Conduct status meetings with Division Heads, District Leadership, Legal, Human Resources, Strategic Plan team, and other project stakeholders as applicable.
