Specifications include, but are not limited to: This project will provide the Madison community with locations at neighborhood farmer’s markets to drop off food scraps for composting for the entire market season. Contractor Requirements 1. Build a partnership with a local and established composting operation capable of receiving and composting food scraps collected at market locations. The Contractor may also be the same entity that is composting the collected scraps at their farm or composting site. a. The composter must be willing to accept the following materials: i. Raw fruits, including peeling, cores, etc. ii. Raw vegetables, including peelings, husks, corn cobs, etc. iii. Coffee grounds iv. Grains and rice v. Egg shells b. The City will not be accepting meat, bones, dairy, fats, oils, greases, prepared foods, paper products or compostable plastics with this program. c. The composter must be appropriately composting all appropriate food scraps received from this initiative. d. The composter must be aware and in compliance with all applicable regulations regarding composting facilities. 2. Haul food scraps collected at Madison farmer’s market locations to the composting established composting facility. a. Contractor must be aware that if you haul more than 20 tons of waste total from all sources within a single calendar year, you must obtain a solid waste license from the Wisconsin Department of Natural Resources. i. From April 25 to November 7 in 2023, food scraps drop-off locations at the South Madison Farmer’s Market and the East Side Farmer’s Market in the City of Madison produced 9.1 tons of scraps.
