Specifications include, but are not limited to: Georgetown County is seeking the most qualified firm with which to contract for stormwater utility financial planning services and related program management consulting services. Qualified firms will offer and integrate stormwater utility financial and stormwater program management experience and expertise. Financial planning services and related program management consulting services may be required over a multi-year period and may consist of the following: Evaluate the stormwater program, practices, projects, policies, and associated costs Create an integrated Stormwater Program financial and user fee rate model Recommend stormwater utility user fee rates, rate structures, and charges associated with varying extent and level of service options Develop and recommend future funding and financing options for the stormwater capital improvement program; Task 1: Project Management and Data Collection Kick-off meeting Data request – financial, regulatory, programmatic, GIS, billing, collections General project management throughout the project; Task 2: Program Evaluation Operations – level and extent of service Capital plan spending Staffing; Task 3: Financial Evaluation Revenue sufficiency Fund balance evaluation Cash flow analysis Financial model development Capital funding strategy Comprehensive financial plan and funding strategy; Task 4: Data and Process Review Impervious area review – quality and completeness Data maintenance process review and development (if needed); Task 5: Rate Structure Review and Rate Setting Current rate structure assessment Equivalent Residential Unit (ERU) update Rate structure alternatives (if desired) Multi-year rate program (establish set of multi-year rate increases to support desired program and capital funding) – with the first year of rate adjustments expected to be implemented in fiscal year 2025.
