Specifications include, but are not limited to: The Attorney General of Connecticut, pursuant to Conn. Gen. Stat. § 3-125, invites proposals from appropriately qualified firms to provide legal services relating to labor matters for the DIVISION as may be needed. The services to be performed by COUNSEL may consist of one or more of the following, collectively referred to as “Services:” a. Representation and legal consulting and assistance on labor and related issues for the Division of Criminal Justice (“DIVISION”) including those relating to hiring, discipline, termination and contract interpretation; providing updates to DIVISION management on recent case law and other precedents involving labor law; reviewing collective bargaining proposals; assisting the DIVISION in case preparation and presentation of arbitration matters, including the selection of arbitrators and briefing on subject matter issues; meeting with representatives of the Connecticut State Employees’ Association, the American Federation of State, County and Municipal Employees, the Connecticut Association of Prosecutors and state officials on labor matters involving the DIVISION, including, but not limited to, collective bargaining negotiations. b. Providing in-person and remote training to DIVISION management and supervisors on labor and related issues, including but not limited to, recent case law and other precedents involving labor law. Training shall be provided as needed by the DIVISION but no fewer than once per calendar year. c. Review, analysis, investigation and research necessary to carry out the Services. d. Preparing, writing and providing to CHIEF STATE’S ATTORNEY Patrick J. Griffin and his successors in office (hereinafter referred to as the “CHIEF STATE’S ATTORNEY”), or his designee, all documents and instruments, in electronic, magnetic, paper and any other form, which are necessary or appropriate to carry out said Services. e. Negotiating and/or engaging in mediation, with the approval of the CHIEF STATE’S ATTORNEY or his designee, with any and/or all parties necessary to carry out the Services. f. Making all court and agency appearances and filings and representing the DIVISION in all related actions, pending or threatened, suits, claims, investigations, legal, administrative, mediation or arbitration proceedings, whether at law or in equity, in any forum (collectively, “Actions”) as determined to be necessary and/or appropriate in consultation with the ATTORNEY GENERAL, the CHIEF STATE’S ATTORNEY and/or their designee. g. Hiring and consulting with expert witnesses, consultants, mediators and investigators as may be reasonably and necessarily required and as approved by the ATTORNEY GENERAL and/or their designee. h. Providing all necessary paralegal and clerical support. i. Performing all tasks under this Agreement in coordination with, as applicable, the DIVISION, the CHIEF STATE’S ATTORNEY, and the ATTORNEY GENERAL and/or their designee.
