Specifications include, but are not limited to: The general objective of the project will include assisting the County/Municipalities with: 1) An overall comprehensive Stormwater Management Program; 2) The National Pollutant Discharge Elimination System (NPDES) requirements of the current Small Municipal Separate Storm Sewer Systems (SMS4) permit; 3) National Flood Insurance Program (NFIP) requirements and disaster recovery 4) Evaluating existing programs and providing recommendations to strengthen existing programs through unique and innovative strategies; 5) Providing alternative approaches for implementing each of the NPDES Phase II Minimum Measurements, TMDLs and future requirements; 6) Staffing at public events (County Council, DHEC meetings, Community Meetings etc.) 7) Services in plan review and hydrologic studies, drainage basin evaluations (TMDL/Monitoring), utilizing GIS within stormwater applications, staff/public training, and technical writing for ordinances/manuals; 8) Services for grant proposal, budgeting, and reporting; 9) Stormwater infrastructure inventories and integrating the inventory as an asset management tool; 10) Evaluating options for alternative funding;
