Specifications include, but are not limited to: 1. The City is seeking a collaborative approach that will involve a significant amount of stakeholder input. It is expected that the Consultant will serve as the project manager and principal drafter of the revised codes. City staff will assist with coordinating meetings and providing material input to drafts of the codes. A project schedule should conclude with final adoption of the new codes. 2. The Consultant will review the key background materials and then join City staff on a tour of the city. After draft codes have been developed, the Consultant will provide assessment tools to create, compare, and communicate the benefits and drawbacks of alternative zoning choices. These tools will be shared with the public and stakeholders to receive comments on the proposals before final codes are presented to the Planning Commission and City Council for adoption. At a minimum the Consultant should review and provide options for the new zoning codes to address: a. Zoning Districts b. Map changes and changes to allowable densities c. A new zoning map in electronic form using standard ESRI products. d. Allowable Uses e. Development standards for both residential and commercial uses including items such as road design, multimodal transportation, greenspace preservation, landscaping, parking, lot sizes, and provision of amenities. f. Required offsite improvements for both residential and commercial developments. g. Sign regulations h. Administration of the ordinance i. Clarify and modernize zoning and land development procedures including board composition, submittal requirements and ordinance administration.
