Specifications include, but are not limited to: Through this RFP, the Green Bank seeks to retain a third-party company, or team of companies, to undertake the following tasks: 1. Conduct research and advise on clean energy end-of-life market issues including but not limited to: a. Identify and evaluate end-of-life technologies including market readiness, environmental impact, and economics. b. Research the success or failure of approaches used in other jurisdictions. c. Identify sources of funding for end-of-life technologies (state, federal, other). d. Identify relevant public policies at the local, state, and federal levels that seek to manage end-of-life for such systems. e. Identify best-fit end-of-life solutions and requirements to enact solutions (including programmatic changes and infrastructure required). f. Beyond solar panel and storage and waste, identify other hardware components of such systems (e.g., inverters) that require end-of-life solutions. g. Provide support to the Green Bank in its submittal of the results of the above ordered actions on or before August 1, 2024. 2. Facilitating End-of-Life Working Group meetings including but not limited to: a. Identify relevant stakeholders to participate in the End-of-Life Working Group and invite their attendance. b. Support deep-dive conversations with relevant stakeholders. c. Educate End-of-Life Working Group members on end-of-life technology and current procedures. d. Facilitate End-of-Life Working Group meetings including meeting logistics, setting agendas, and generating summaries. e. Generate summary documents of End-of-Life Working Group findings. 3. Supporting future work on end-of-life technology including but not limited to (on an hourly basis): a. Provide support to Green Bank during oral and/or written testimony to PURA that may follow on from the August 1, 2024, filing. b. Provide support to Green Bank during oral and/or written testimony to the Connecticut Legislature that may follow on from the August 1, 2024, filing.
