Specifications include, but are not limited to: The City of Jeffersontown through the Department of Community & Economic Development and in conjunction with the Department of Public Works and the Jeffersontown Economic Development Authority is hereby seeking to complete a downtown parking study and a downtown transportation management plan. The boundary for these studies should be consistent with the adopted Town Center Form District as identified in the Land Development Code for Jefferson County. The City of Jeffersontown desires to take a comprehensive look at the existing conditions within its Town Center Form District and prepare for future growth in the downtown business district. The goal of the city is to preserve the existing heritage of the downtown, protect the character of existing structures, support our local businesses, and provide improved circulation of traffic around the downtown business district. Watterson Trail is Jeffersontown’s Main Street so every effort should be made to make this street a user-friendly street and a center of commerce for Jeffersontown. Taylorsville Road is our major roadway corridor by which the community traverses our city. Every effort should be made to preserve and protect the unique character of our downtown, while enhancing its appearance, function and urban feel for a downtown. As the City of Jeffersontown becomes successful in attracting new development to its town center, parking issues are anticipated to increase. Our goal is for the city to absorb more cars without negatively impacting existing businesses, and not give a perception that parking is either unavailable or too far away from shops and restaurants. The downtown street system consists of several roadway levels (arterial, collector, local) that should be evaluated in addressing a transportation & access management plan. There exists a basic grid street pattern but many streets are narrow and may lack adequate rights-of-way to facilitate improvements without more direct city involvement. Creative efforts should be made to address increased circulation around downtown and reduce the direct impact to the intersection of Watterson Trail and Taylorsville Road.
