Specifications include, but are not limited to: Louisville/Jefferson County Metro Government (LMG) is now accepting proposals for an accredited academic institution to develop, in agreement with LMG staff, an anti-displacement assessment as described in recently passed legislation, Ordinance No. 166, Series 2023. The end result will be the development of a project form, assessment tool and results matrix that LMG staff will use to review proposed residential developments. Specifically, this review will determine whether “residents are at risk of displacement because of the proposed development” and would, therefore, be ineligible for Metro Resources, as defined in the abovementioned ordinance. LMG seeks to execute a contract with a qualified, accredited academic institution with a research department with experience in affordable housing, urban planning/development, and/or public policy.
