Specifications include, but are not limited to: The City of Aiken, on behalf of City Council, is inviting qualifications from highly qualified consultants with offices anywhere in South Carolina, or out-of-state, but within 30 miles of Aiken, South Carolina to provide oncall construction and project management services on an as-needed basis under contract. The successful applicant will primarily work with the City Manager’s Office and other departments as projects dictate. Tasks may include but not be limited to: A. Construction Management/Project Management a) General Project Management Support i. Prepare a Master Schedule for all project phases as needed. ii. Provide specific overall project schedule. iii. Provide short-term and long-term capital funding planning and analysis. iv. Review construction documents for general constructability. v. Implement cost control measures for all project phases. vi. Provide quality control and quality assurance for all project phases. vii. Execute detailed records management. b) Preconstruction Management Support i. Conduct third-party design reviews. ii. Suggest value-engineering components to existing design plans. iii. Review design plans for long-term maintenance and general operational concerns. iv. Provide design document management. v. Hire and coordinate detailed cost estimating functions. Review, summarize and advise on project cost estimates. c) Design & Planning Phase i. Support owner in developing early project budgets. ii. Support and coordinate owner programming in early phases of projects. iii. Procure and manage design services companies. iv. Coordinate and attend design meetings with owner, architect and engineers. d) Construction Phase Support i. Produce task or event based scheduling throughout the construction of the project. ii. Provide necessary utility coordination before and through the construction phase. iii. Assist in the Bid & Award process and contractor selection. iv. Oversee contractor or client initiated field change reviews and approvals. v. Respond to, and help coordinate, Requests for Information by the contractor during the construction. vi. Ensure construction quality performance by the contractor. vii. Interact with the general public and impacted property owners within and near the project limits during the duration of the construction project. viii. Review and recommend for approval, along with architect, all pay applications submitted by the contractor. ix. Coordinate material testing functions during construction project. x. Provide other project management services as required for projects.
