Specifications include, but are not limited to: 4.2.1. In-State Sample Collection • Contractor must have the ability to collect samples in each county in Kansas as needed. For all Kansas counties, sufficient sample collection services and sites shall be provided to ensure that parties to be tested will have an appointment set within three (3) calendar days at an appointment time no more than 13 calendar days after the date the appointment is requested, unless a later appointment date is requested or approved by the personnel making the request. • At its option, DCF-CSS shall be provided the ability by the Contractor to have trained, certified child support personnel instead of Contractor’s phlebotomist/certified lab technician collecting the sample. • Contractor will provide the state child support offices with all supplies required for specimen collection, party identification, specimen packaging and transportation of samples to the laboratory for testing at no additional charge to DCF-CSS. • Contractor will provide DCF-CSS and DCF-CSS contract staff with a telephone number where support will be available from 8:00 a.m. to 5:00 p.m., Central Standard Time, if personnel have further questions regarding the process or unusual situations arise requiring special guidance. The telephone number should have staff available to answer immediately or return calls within twenty-four (24) hours. • Contractor should provide a separate price line for processing genetic tests where the genetic sample was collected by DCF-CSS or DCF-CSS contract personnel and not a phlebotomist/certified lab technician provided by Contractor. • In instances where Contractor is required to complete the sample collection services using a phlebotomist/certified lab technician they may be able to use local DCF-CSS contractor offices as collection sites but must make arrangements to do so in advance. A list of offices with contact information will be provided to Contractor at its request. • Contractor shall be required to make arrangement for and to enter federal, state or county prisons, correctional or other facilities for sample collection as needed. Contractor will need to recognize that timing may be of the essence in such cases, due to release dates of the inmate, etc. • Contractor must provide on-site services for collection of tissue and/or blood samples as needed by DCF-CSS, or DCF-CSS contract staff, at the child support offices or the following additional sites throughout the State of Kansas: Contractor’s branch offices; - Contracting laboratories; - Health departments; - County health offices; - Hospitals; - Clinics;
