Specifications include, but are not limited to: It is believed, based on a review of aerial imagery, contours, and site visits to the area, that stormwater previously carried by a ditch along the west side of the old railroad right-of-way, can no longer pass through said ditch due to blockages caused by past development. The past blockage of this ditch appears to be at least a partial cause of ponding in the backyard of 414 10th Ave. NW and properties along the south side of 5th St. NW (addresses 817, 815, and 809). The purpose of this RFP is to obtain proposals for engineering services to review the above circumstances, to determine with certainty the cause of the storm drainage issues in this area, and to provide potential remedies for consideration, along with cost estimates of the potential remedies. The Engineer’s review would include an analysis of the areas described above as well as an analysis of the adequacy of downstream storm sewers and/or open ditches and their capacity to handle storm drainage from the area in question. The retained engineer will be asked to evaluate two potential storm drainage connection points, one to the west along 10th Ave. NW, where an existing storm sewer is located near the intersection of 10th Ave. NW and 3rd St. NW, and one to the east at the end of 4th St. NW where the storm sewer is located adjacent to 812 3rd St. NW., in addition to alternative connections or solutions proposed by the engineer. The Proposal shall not only include the study, review, and analysis of the problem but shall also include the design and production of plans for the installation of stormwater improvements to facilitate the adequate drainage of this area per the City’s design requirements (SUDAS). Information regarding the submitting firm’s experience and knowledge related to the application for grants related to stormwater drainage improvements, ability to assist with any such grant applications, and information related to successful grant applications should be part of any response to this RFP. Additional assistance and support may be necessary if required or otherwise deemed necessary in relation to grant applications and required attachments/submittals thereto. Engineer will also be called upon to identify, prepare, and submit with the cooperation of the City any and all permits required by any outside entity or agency.
