Specifications include, but are not limited to: The Division of Forestry, Fire and State Lands (FFSL) has prepared this Request for Proposals (RFP) to solicit proposals from experienced environmental planning consultants to update the 2013 Great Salt Lake (GSL) Comprehensive Management Plan (CMP), 2013 GSL Mineral Leasing Plan (MLP) and the 2009 Utah Lake (UL) CMP. All three plans play an integral role in guiding the activities and research that occur on both lakes. The purpose for these updates is to identify and address focus areas that highlight issues and concerns relative to the sovereign lands and resources at GSL and UL. All three plans need to include Focus Areas, Recommendations, Implementation Strategies, and Measures of Success for the next 10 years to enable the plans to be implementable working documents. Recommendations should be categorized as short term 0 to 2 years; intermediate 3 to 5 years and long term over 5 years. Milestones should be used as a tool to help guide the implementation strategies. The CMPs and MLP should also include a summary document with recommendations and implementation strategies that resulted from the new approved plans. Regular updates to the public on the website should also be incorporated into this scope of work that highlights what was achieved (measures of success) for all three plans.
