Specifications include, but are not limited to: All services to be provided shall be in accordance with this RFP, including its attachments and any addenda. The services to be provided by the CONTRACTOR shall include but not be limited to the following tasks: A. Review and evaluate the current DMAPs for Kaua‘i, O‘ahu, Maui, Lāna‘i, Moloka‘i, and Hawai‘i Island, including progress reports and DMAP annual reports to identify improvements for the upcoming DMAPs. B. Design, develop visual tools, survey instruments, and facilitate meetings with DMAP advisory committees, government officials, and island communities in order to obtain feedback and input to develop and write a total of six (6) Destination Management Action Plans for Kaua‘i, O‘ahu, Maui, Lāna‘i, Moloka‘i and Hawai‘i Island. 1. Facilitate a minimum of three (3) in-person meetings with each island’s advisory committee. 2. Participate in meetings with government officials organized by HTA. Estimating a minimum of 3-4 meetings per county. 3. Organize and conduct community workshops on each island to obtain input for the plan in May 2024. C. Compile results from all resources, including but not limited to the DMAP advisory committees, to draft the vision, strategies, and actions to prioritize in preparing for the public workshops where the information will be shared. Create a website and survey instrument to solicit public comments. D. Compile results from all resources, including but not limited to the DMAP advisory committees and public meetings and discussions, to formulate draft 1 of the plan(s). The plan(s) shall include but not be limited to: 1. Development of a vision. 2. Providing background information on the value of the tourism economy for the island, including but not limited to visitor statistics, visitor satisfaction, resident sentiment, tax revenue contributions, and jobs. 3. Prepare an analysis of current conditions to identify problems and opportunities (SWOT) for each island. 4. Identification of objectives, strategies, and prioritized actions. 5. Identification of responsible agencies/organizations to carry out the actions 6. Identification of timeframe for completion. 7. Identify measures for success.
