Specifications include, but are not limited to: The covered group includes approximately 7,198 subscribers (employees and retirees) and dependents. The group is composed of the following: A. Active Employees 1. The County currently has approximately 2,650 employees, 6 full-time elected officials and a 37 member County Board of Supervisors who are eligible to enroll in the health plan. Of the 2,650 eligible employees and full-time elected officials, 2,472 currently take the county’s insurance. The County currently pays 100% of the premium cost for full-time employees and elected officials for the HMO (pro-rated for part-time employees). The County currently pays a portion of the premium cost for full-time employees and elected officials for the POS. The employees and elected officials are currently paying 25% of the difference of the cost between the POS and HMO monthly premiums. County Board Supervisors may enroll at their own cost. These contribution structures should have no bearing on the rates. B. Associated Agencies 1. The County has traditionally extended the terms of its group health plan to three associated agencies but they are responsible for their own benefit administration and will work directly with the vendor chosen: The Dane County Housing Authority, the Capital Area Regional Planning Commission and the Dane County Workforce Development Board. Approximately 51 employees of the Associated Agencies are enrolled in the plan. C. Retirees 1. The County and the associated agencies have two categories of retirees that participate in its group insurance plan. 2. There are approximately 385 retirees who are billed directly by the carrier. The selected carrier is the primary administrator for the retiree population and is responsible for maintaining enrollment. These retirees have either exhausted their accumulated sick leave
