Specifications include, but are not limited to: This project will provide for the preparation of a Design Concept Report (DCR) to evaluate the re-alignment and configuration of the Vistancia Boulevard and Happy Valley Road intersection improvements to accommodate the 2040 traffic volumes, recommend a final, ultimate solution, and to prepare 15% plans and prepare an opinion of probable costs. In addition, this solicitation will design and prepare final construction plans and documents for an interim traffic congestion solution for the near term traffic conditions. The Happy Valley Road and Vistancia Boulevard Intersection Improvement Study was completed in June 2022. The study prepared a traffic operational analysis at the intersection, evaluated known and planned improvements in the area which will continue to generate traffic, analyzed the near and long term traffic operational performance, and identified potential alternatives to improve the traffic operational performance of the intersection. The long term alternatives from the June 2022 study should be carried forward as Design Concept Alternatives in the project development process. The project limits are located within the planning area for the City of Peoria (City) and consideration of the City design standards and roadway sections will be given during the DCR evaluation. This solicitation for a DCR has two distinct tasks: A. The design for the interim improvements will consist of modifying the median on Vistancia Boulevard to accommodate dual northbound to westbound left turn lanes. The design will need to be completed by the end of FY24 to start construction in the summer of 2024. The desired design will avoid acquiring additional right-of-way. No operational analysis for the near term is required. B. Prepare a DCR to further define requirements of the corridor for the design year 2040. The DCR should document such considerations as: land ownership, funding, property access and access control, coordinate with existing and future development plans, coordination with stakeholders including: ASLD, MCDOT, FCDMC, Arizona Fire and Medical Authority Station #104, LDS Church, Vistancia Bike Club and utility companies, drainage requirements, noise mitigation, landscaping, lighting, etc. The roadway intersection is located within Arizona State Land in a roadway easement granted to the City of Peoria. The roadway and signal are maintained and operated by Peoria. West of 119th Avenue is County jurisdiction. Existing land use west of the project corridor is primarily single family residential. The only non-residential land use in the vicinity are a storage facility and a church. North and south of the intersection and east to Loop 303 is undeveloped State Land.
