Specifications include, but are not limited to: This project intends to procure a new, modern Computer Aided Dispatch (CAD), Mobile Data (MobileCAD), and Law Enforcement Records System (LERMS) for both dispatchers and mobile officers, deputies, and firefighters in the field. Proposers should propose a CAD, MobileCAD, and LERMS system and discuss their ability to deliver a fully integrated LERMS. Intuitive design and low training requirements are of high value. The procurement may occur together or in phases, depending on complexity, budget, and other needs or concerns. Multi-agency use is intended and the expandability to other partners over time is important. WCCC is looking to purchase a complete CAD, Mobile Data Application Solution, and LERMS for the purpose of: Emergency and non-emergency call handling and event management Caller location resolution, automatic resource location (ARL), automatic vehicle tracking (AVL), and GIS functionality Dispatching and tracking Police/Fire/EMS resources to calls for service Efficient unit recommendation, including quickest response (unit and route) Field reporting Document management, site information management, premise history Workflow/collaboration Historical data query and statistical reporting, including ad hoc, based on configurable timelines dependent on type of data Any associated services necessary to fulfill the purposes outlined above WCCC provides service to our partner agencies, which include but are not limited to, with ability to add as new partnerships are established, Wasco County Sheriff’s Office, The Dalles Police Department, Mid-Columbia Fire and Rescue, Mosier Volunteer Fire Department, Dallesport Fire Department, Dufur Volunteer Fire and Ambulance, Wamic Fire and Ambulance, Tygh Valley Rural Fire Protection District, Maupin Fire and Ambulance Department, Shaniko Fire Department, Antelope Fire Department, and Juniper Flat Rural Fire Protection District.
