Specifications include, but are not limited to: Offeror will: 1. Gather information about operating costs, annual and deferred maintenance costs, alternative technologies and associated costs, infrastructure needs, and climate vulnerability for the 14 state-owned hatcheries, as well as four federally owned hatcheries operated by the state, from assessments by the Department and other contractors. 2. Identify infrastructure needs and associated costs for an alternative operating framework, developed based on specifications provided by the Department that consolidates production into fewer facilities. Other potential alternatives will be included by agreement with the Department. 3. Compare the costs and benefits of investing in the 14 existing state-owned hatchery facilities against one or more alternatives, including consideration of capital construction and annual operating costs, system-wide carbon costs, staffing numbers and expertise, and the flexibility of the hatchery system to scale both the number of fish being produced and the location of releases as managements needs and funding change. 4. Complete a report that details the findings of this assessment. ODFW will: 1. Provide contractor with information necessary to deliver the required tasks, including the Department’s assessment of infrastructure needs for each facility to address deferred maintenance and mitigate climate risks, and estimated costs associated with these needs. 2. Provide information to inform development of an alternative operating framework that consolidates production into the optimal hatchery and/or fewer facilities. 3. Provide access to Department staff for interviews and information gathering.
