Specifications include, but are not limited to: 1. Work with WDBVC staff to develop systems and processes for identifying and gathering information for early warnings of potential layoffs or opportunities for layoff aversion. 2. Devise and oversee the development of pre-feasibility studies for the aversion of plant closures. Prefeasibility studies provide objective evidence of the likelihood of an employer remaining operational and, if so, under what conditions. 3. Asset mapping essential resources of entities that provide business services that align with an employer's future goals and focus on business retention, offering a broad base of advice and coaching on profitability, operations, and financing. 4. Provide Incumbent Worker Training (IWT). IWT is an essential strategy for meeting workforce areas' needs for qualified workers and can occur in or out of the workplace and during or after employees' work hours. 5. Increased usage of the Work Sharing program as a temporary alternative to layoffs if the business's production or services have been reduced. The following section provides the tasks and responsibilities of the contractor(s) selected under this RFP. These responsibilities are subject to change but provide guidance to interested bidders in preparing a response to this RFP. Deliver comprehensive layoff aversion strategies and activities for transitioning businesses to prevent or minimize unemployment (as described in Section 1.1). Partner closely with the WDBVC Business Solutions team. Utilize a Customized Relationship Management (CRM) module managed by the WDBVC to input and document all layoff aversion activity. Build relationships with national, state, regional and local business services providers to link business customers to available resources and services (i.e., business start-up assistance, loans, industry roundtables, human resources assistance, etc.). Refer businesses to a network of services and supports, through required and recommended partnerships. Refer and connect businesses to appropriate work-based learning strategies, including incumbent worker training. Collaborate with WDBVC staff to develop and implement an effective outreach and marketing plan to engage employers.
