Specifications include, but are not limited to: Contractor and staff must be competent to perform telephone and online survey services and adhere to industry standards and best practices, such as those prescribed by the Marketing Research Association Code of Marketing Research Standard and/or the International Institute for Procurement and Market Research (IIPMR). Contractor will: a. Review the public education and awareness activities of the Clean Air and Clean Water programs. b. Evaluate previous tracking poll’s ability to measure program effectiveness. c. Suggest improvements to the program’s evaluations methodology. d. Assist with tracking poll’s revisions. e. Select sample of at least 500 households that is statistically significant and closely representative of community demographics based on most recent census data. f. Pre-test the tracking poll. g. Translate the survey into Spanish. h. Conduct final edit of polling questions and directly train survey staff for revised survey instrument. i. Conduct telephone calls and online survey within the limited time frame in English and Spanish as required. j. Obtain survey responses from approximately 250 households by phone and 250 individuals online. k. Set up and directly manage a QA/QC plan throughout survey implementation. l. Perform data coding and tabulation of results. m. Perform data analysis. n. Prepare and draft final reports, which will include: • Results of the telephone and online survey. • Analysis of the specific effectiveness of the Clean Air and Clean Water programs. • Analysis of the overall effectiveness of the air quality and stormwater quality campaigns. • Pollution savings, when possible, are based on actions taken by those surveyed. • Suggestions to improve the effectiveness of the two campaigns. o. Conduct an oral presentation and interpretation of research results within 30 days after completion.
