Specifications include, but are not limited to: The Kentucky Office of Vocational Rehabilitation (OVR) is requesting proposals for a rate study to develop recommendations, and subsequent implementation of, methodology-based rates for vendor-contracted services. The rate study would benefit to the Kentucky Office of Vocational Rehabilitation, and the current OVR staff cannot conduct it in a reasonable amount of time, so an outside source is needed in the aid of this task. Vendor is to conduct a rate study of OVR services that should include but not limited to the following: 1. Analysis of the current service fee memos that OVR is required to use to deliver OVR services. 2. Development of a rate methodology that aligns with OVR’s Policies and Procedures. 3. Recommend methodology-based rates that cover associated costs for OVR provided services aligning with OVRs priorities. 4. Recommend best practices for change management to support effective implementation of revised service rates.
