Specifications include, but are not limited to: 2.1. University, College of Education creates audio recordings that require transcription. 2.1.1. University requires transcription services for specified portions of 283 audio files. 2.1.2. Time points will be provided by University, indicating the sections to transcribe. 2.1.2.1. For example, University will provide to the awarded contractor the following type of direction for an audio file: The following section is to be transcribed: 0:00:00 - 1:53:43. 2.1.3. There is not yet a set minute count for this project, though the range will be between 40,229 and 97,268 minutes. 2.1.3.1. The lower end of the range is the number of minutes University has tagged with time points so far. The end of the range is the cumulative duration across all files before University has tagged time points. 2.2. Method 2.2.1. Proposer must provide a secure website that complies with HIPAA and FERPA regulation for electronic transcription order placement, the uploading of digital audio files and the downloading of completed transcripts. 2.2.2. Proposer must offer the option for OICRC to provide information that will assist with the accuracy of the transcript such as spelling of names and offices. 2.2.3. Proposer must offer, for a nominal fee, a “verbatim transcript” option which includes filler words such as “like” and “um.” 2.2.4. Proposer must offer, for a nominal fee, the option to include timestamps at regular intervals within the transcripts, where the timestamps link to the same location in the recording. 2.2.5. Proposer’s system must be able to search past and pending order requests. 2.2.6. Proposer’s system must allow for multiple University individuals to serve as administrators and oversee all recordings uploaded and transcripts generated, as well as allow for multiple individuals at the “user” level. Individual users should only have access to their uploaded recordings and generated transcripts.
