Specifications include, but are not limited to: The Department anticipates awarding a design-build contract to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for upgrades to the existing school while the school is occupied. The upgrades shall include HVAC replacement, electrical heavy-up, new ceilings, and lights. This Project shall consider the DC Building Energy Performance Standards (“BEPS”) program and the Carbon Free DC 2050 initiative. The goal of these programs is to make the District carbon-neutral by 2050. The net-zero emissions (“NZE”) requirement and the overarching quest toward electrification shall be factored into the design. The newly installed systems and accouterments are expected to be maintained and incorporated into the modernized building. It is anticipated that the HVAC systems in the modernized building will be a geothermal system utilizing a well field located at the adjacent athletic field. The systems designed under this Project should be designed to be converted to ground-source systems in the future. a) Design and install new, fully functional, high-performance, reliable, low-maintenance HVAC systems throughout the facility, including all occupied, common, assembly, and kitchen spaces. b) Design with considerations of the District’s pledge to reach net-zero carbon emissions by improving building efficiency and eliminating the use of fossil fuels for heating and cooking. c) Design systems that comply with USGBC LEED BD+C: Schools v4, Energy & Atmosphere, and Indoor Environmental Quality goals for energy, acoustics, and IAQ. d) The Design-Builder shall submit at least three system concepts for evaluation. Concepts shall include an analysis of the first cost, life-cycle costs, constructability, maintainability, occupant environmental comfort, IAQ, and contribution to net zero energy goals. The Design-Builder shall demonstrate how each system complies with ASHRAE 90.1, 55, and 62.1. e) Work with the Department’s commissioning agent to complete the commissioning process in compliance with the DC Green Construction Code. The commissioning agent will be on board during the design phase and shall review the design documents along with DGS/DCPS. f) Install a new integrated BACnet BAS system combined with the Delta Controls enteliWEB, or equal, platform for remote monitoring and control. Connect all new and existing HVAC equipment, exhaust fans, lighting controls, water, gas, and electrical meters to BAS system. g) Design and install a new switchboard including but not limited to a sufficient number of compartments to allow removal and replacement of the outdated 3- disconnect switches and for additional compartment spaces for the new HVAC systems and future growth.
