Specifications include, but are not limited to: • Design, facilitate, and evaluate a functional exercise around the scenario of a release of extremely hazardous substances from a railcar in Linn County, Oregon, located at the conjunction of several major transportation routes for both rail and road. • Coordinate with several local, regional, and state partners to ensure a successful training exercise. These partners may include law enforcement (state and county), the Albany Fire Department, Regional HazMat Response Team #5, Emergency Management, City of Albany Public Works, Linn County Dispatch (911), 102nd CST (National Guard), and healthcare. • Meet with the LEPC up to four times during the planning process to establish all required material to fulfill HSEEP requirements. Total exercise time should be no more than four hours, including pre-exercise discussion, exercise, hot wash, and wrap-up. • Conduct an After-Action Meeting after the functional exercise and provide an After-Action Report and Improvements Report to the LEPC.
