Specifications include, but are not limited to: The Kentucky Department of Education (KDE) seeks an organization that can provide third party Assessment Cost Analysis and Services that shall assist the KDE in development of and cost evolution of Request for Information (RFI) and Request for Proposals (RFP) for computer-based tests (CBT) with an option for paper-based assessments (PBT) for specific accommodated assessments and circumstances that would not permit a CBT. Many components specific to the required state assessments may include item development, composition, production and manufacturing, warehousing/shipping, psychometrics, scoring/editing, reporting, program management, quality assurance and information technology for current and future assessment systems. The reports generated from the financial analyses will help with cost/benefit of specific assessment elements from different providers. The vendor may also provide services on RFIs and RFPs development and review.
