Specifications include, but are not limited to: The Village of Palatine, Illinois is soliciting qualified and interested firms to submit statements of qualifications for providing all services, supervision, labor and equipment necessary to provide the Village with Phase III Construction Engineering Services for the rehabilitation and replacement of the Baldwin Road Culvert over Buffalo Creek. All work shall conform to IDOT/FHWA policies and procedures for federal aid projects and will be completed under applicable BLR and BDE Manuals. Construction will consist of removal of the existing triple culvert, installing a cast in place threesided box culvert, sanitary sewer, storm sewer, retaining wall, decorative railing, curb and gutter, sidewalk, and HMA surface removal. Maintenance of traffic with one way signalcontrolled traffic to be maintained at all times during construction. The sufficiency rating for the Baldwin Road culvert (016-8217) has dropped significantly, with the culverts being rated in poor condition. Due to these factors and the continued deterioration of the culverts, the Illinois Department of Transportation (IDOT) has determined this structure needs to be reconstructed. The scope of services shall include pre-construction activities; construction layout; as-built surveys; verification of quantities; utility coordination and conflict resolution; resident engineering services; meetings and coordination; material testing, inspection, and certification; record preparation and maintenance of documentation; pay estimate submittals; change orders; and other activities associated with construction engineering for roadway reconstruction that would enable the project to be completed in a timely manner. Quality Assurance (QA) oversight and Contractor’s Quality Control must be performed by the respondent firm or one of its subconsultants. The firm must also provide all necessary vehicles and equipment to perform the required services. The firm must be prequalified by IDOT for Special Services – Construction Inspection.
