Specifications include, but are not limited to: ReWa currently has an ongoing list of over 100 sites that are threatening existing sewer infrastructure due to erosion. ReWa’s Maintenance/Infrastructure Services Department is currently conducting restoration to some of these streambanks, but most are not considered permanent repairs or need an engineering design to appropriately restore. The Streambank Restoration Program OA is expected to work closely with ReWa’s Streambank Program Project Manager and the Infrastructure Services Department to track the status of all sites within the Collection System. It is anticipated that ReWa will secure a Design-Build (DB) team to implement construction activities within the identified projects of ReWa’s Streambank Restoration Program. The goal of this Program is to: • Assist ReWa in prioritizing, scheduling and budgeting for the successful restoration of all sites. • Develop streambank restoration standards and training for in-house repairs. • Assess each site to determine an approach to the repair whether that be a single or combination of sewer line rehab (CIPP), sewer line relocation and/or streambank restoration. • Assist ReWa in high-level discussions with regulatory agencies on streamlining the program’s permitting process. • Design, permitting and construction in the order of highest priority first and within ReWa’s strategic planning of its annual Capital Improvement Plan (CIP) Budget. The actual identified projects will change based on in-house repairs and additional sites being added as we continue to identify them. It is anticipated that ReWa will select the Design-Build team for this program work in the summer of 2024. Interested Firms may submit a Statement of Qualifications (SOQ) that demonstrate their ability to provide all major services that would be required for the needed OA services. Firms will be selected based on an assessment of the submitted SOQ’s, including the personnel, experience and potential teaming within the SOQ and their proposed project approach to address ReWa’s projected/anticipated needs. At ReWa’s discretion, interviews may be required of short-listed Firms. The Firm’s project team shall be led by an engineer professionally licensed as such in the State of South Carolina.
