Specifications include, but are not limited to: The purpose of the Coal Vertical Opening Reclamation Project is to eliminate the public health and safety problems associated with Priority 2 dangerous vertical openings which are created from past coal mining. The vertical openings and subsidences are the result of continuing and unforeseen collapses of abandoned underground mines. Many of these sites are located along highly traveled State and County roads, near residences and other public areas, and within community boundaries. The problem area is the result of underground mining within the State and may appear anywhere in the State. Although some individual sites rank very high as hazards, the average rank is in the top third for Priority Two hazards. The SMU will allocate AML funding each year for the reclamation of these problems. This will be a contract to supply materials and place them in a safe manner, renewable for four consecutive years following the first year.
