Specifications include, but are not limited to: The City of Hawaiian Gardens, Public Works Department, is requesting a proposal from qualified civil engineering firms to conduct an engineering and traffic survey to update the speed limits on approximately thirty-eight (38) roadway segments (speed zones). Proposer(s) must have the expertise, experience, and demonstrate resources available to perform the work described in the RFP. Which generally includes: 1) Conduct speed survey in each speed zone; 2) Conduct 24-hour average daily traffic (ADT) volume counts at each speed zone; 3) Compile collision data relevant to speed zoning for each speed zone; 4) Identify roadway, traffic, and roadside conditions not readily apparent to the driver that may affect speed zones; and 5) Recommend the speed limit in each speed zone in accordance with Section 2B.13, Speed Limit Sign (R2-1), of California Manual on Uniform Traffic Control Devices (CA-MUTCD) Latest Edition.
