Specifications include, but are not limited to: The City of Grants Pass seeks a qualified consultant to perform a Feasibility Study of the Economic performance, Environmental Resiliency, Sustainability and Social Benefits of installation of large solar fields at two inactive landfill sites and one pump station. Consultant would review the sites and their potential solar photovoltaic production. A solar irradiance index map will need to be generated advising on the effects of shading from any obstructions. In addition, the City would like a complete PV system proposal with multiple array configurations to determine coverage, walkway accessibility, and overall kWh production, as well as the PV system’s interconnection strategy with recommendations on what would be required given the array options, as well as what is required by the National Electric Code. The options proposed should optimize coverage while maximizing system size. Lastly, the city would like analysis on the different possibilities of ownership such as city owned, community solar, power purchase agreements, and other options.
