Specifications include, but are not limited to: The purpose and goal of this Scope of Work is to conduct per- and polyfluoroalkyl substances (PFAS) public health surveillance through two seven-day blood sampling clinics. Up to five hundred residents within a 4-mile radius of the southeast corner of Cannon Air Force Base will be the targeted participants. Public health surveillance is defined as βthe ongoing, systematic collection, analysis, and interpretation of health-related data essential to planning, implementation, and evaluation of public health practice.β β Field Epidemiology. Specifically, the Contractor shall provide the following services: 1. Project management. Provide general project management responsibilities (e.g., budget tracking, preparing progress reports, submitting invoices) and participate in periodic conference calls with the New Mexico Environment Department (NMED) team. The contractor will provide monthly progress reports and minutes from conference calls. 2. Support project development. In collaboration with the NMED team and the New Mexico Department of Health (NMDOH), develop a project protocol including sections on objectives, justification of project, intended data uses, site background, strategy for recruiting participants, general eligibility criteria, recruiting strategy, blood sampling methodologies, sample shipment and tracking, privacy protections, and data management. As the Public Health Authority authorized to collect the PFAS blood concentration data, NMDOH will review and approve the protocol to securely store Protected Health Information (PHI) of each participant and other variables. 3. Planning activity. a) Research the nature and extent of PFAS contamination with NMED to inform discussions on and determine eligibility criteria for participants.
