Specifications include, but are not limited to: The APCD seeks input related to organizations experience in providing motor vehicle emissions testing services to support a centralized high volume Inspection and Maintenance (I/M) Program in accordance with: a. Title 42-4-304 Colorado Revised Statues (C.R.S.), Definitions relating to motor vehicle inspection and readjustment program. b. Title 42-4-311 C.R.S., Operation of inspection and readjustment stations - inspection-only facilities - fleet inspection stations - motor vehicle dealer test facilities - enhanced inspection centers. c. Title 42-4-312 C.R.S., Improper representation as emissions inspection and readjustment station - inspection-only facility - fleet inspection station - motor vehicle dealer test facility - enhanced inspection center. d. Title 42-4-313 C.R.S., Penalties. e. Colorado Air Quality Control Commission (AQCC) Regulation Number 11 (5 CCR 1001-13). f. Colorado Department of Revenue (DOR) 1 CCR 2014-1 RULE 2, Gas Emissions Inspection. This list is not exhaustive; APCD will furnish supplementary details and prerequisites within a Request for Proposal (RFP) should the State opt to pursue this avenue. If a Request for Proposal (RFP) is pursed, the State would require emissions testing services to begin January 2, 2026.
