Specifications include, but are not limited to: The City of Silverton is soliciting Requests for Proposals (RFP) for consulting engineering and survey services to design a proposed trail loop around the perimeter of Pettit Reservoir located adjacent to Pettit Lane NE and to design pickleball facilities at the Silverton Senior Center. The proposed project consists of a 6’ wide crushed stone hiking/mountain biking trail that runs approximately 4,600 linear feet near the water’s edge. The loop trail includes a pedestrian bridge at the southeast edge spanning roughly 12’ over Brush Creek. Additionally the project has an approximate 2,000 linear foot connector trail providing access to the existing parking lot located near the main entrance to the Oregon Gardens at 879 W. Main Street. The following minimum improvements shall be included with the design: • All trail improvements shall be 6’ wide and constructed of crushed stone. The selected firm shall use the USDA Trail Construction and Maintenance Notebook manual as a guide. • Maintain the natural aesthetic of the property and provide minimal impact on the natural conditions of the environment. • Provide a pedestrian/bike bridge that crosses Brush Creek. • Protect and save as many significant trees 6” diameter at breast height (DBH) or larger as possible. A tree protection plan is required. • Design shall consider drainage, erosion prevention measures, and riparian restoration. • Work shall be completed above the ordinary mean high water mark. • The trail shall provide police and emergency access in addition to a Gator utility vehicle. The Brush Creek bridge shall be designed to withstand the weight of the Gator. • Consideration shall be given to future mountain bike trail connections designed and constructed by SATA in addition to preserving areas for future passive park features such as a picnic pavilion. Coordination with SATA will be required.
