Specifications include, but are not limited to: The City of Newport Beach (“City”) is seeking proposals from qualified proposers interested in providing nightly security checking, clearing, locking and/or early morning unlocking services for the City’s 34 stand-alone public restrooms located throughout the city. The objective of this Request for Proposals (“RFP”) solicitation is to identify the highest-qualified proposer to provide these services over the course of a proposed one-year term. The City reserves the right to make multiple awards if doing so serves in the best interest of the City. Final contract terms, including compensation and length of the agreement are subject to final City and/or City Council approval. The City owns and maintains 34 stand-alone public restrooms across the city: 12 are equipped with automated locking fixtures and 22 have manual locking fixtures. On November 14, 2023, the City Council, citing loitering and vandalism concerns, directed City staff to equip all of the City’s public restrooms with automated locking fixtures and to implement an interim clearing and locking solution for the period it will take to equip all restrooms with automatic locking fixtures.
