Specifications include, but are not limited to: Contractor shall: 1. Possess a current Certified Wastewater Treatment Plant and Collection System Operator 1 or higher license issued by the Tennessee Department of Environment and Conservation (“TDEC”) and follow Tenn. Comp. R. & Regs.1220-4-13, a copy is provided within the bid documents. 2. Provide proof of financial security or be bonded as set forth under Tenn. Comp. R. & Regs. 1220-4-13-.08(1). 3. Perform all routine tests and operational evaluations as required by the location’s permit at the frequency demanded by the permit and in a manner that satisfies testing standards acceptable to the Department of Environment and Conservation and the Division of Water Pollution Control Testing requirements, include, but are not limited to: a. Effluent bods, suspended solids, and fecal coliform; each twice per month. b. Effluent flow, total chlorine residual, and dissolved oxygen, each five times per week. c. Effluent settable solids and PH each twice per week. 4. Contractor shall make sure he/she is aware of the requirements and parameters of the permit before placing a bid. 5. At the Contractor’s expense, provide all tests regarding agents, lab ware, and other items necessary to perform required tests. 6. Record test data on the Monthly Operating Report/Discharge Monitoring Report (MOR/DMR) for each day testing is done, or test results are received from an outside laboratory. a. The test results must be submitted to the State of Tennessee after each test, as noted on each permit. b. State of Tennessee must be notified within 24 hours from the time the permittee becomes aware of the circumstances of lab results that are outside of the permit limits. c. Submit the MOR/DMR to the Knoxville Environmental Field Office Division of Water Pollution Control Office and Tennessee Department of Tourist Development (TDTD) in a timely matter to meet the submission deadline and furnish a copy of the complete MOR/DMR and any other lab results to the Welcome Center office. 7. Emergency Response Time. Contractor must be able to respond to the service location to emergency requests within one (1) hour from the time of the State’s notification of an emergency. 8. Perform operational evaluations necessary to ensure operational integrity of the Wastewater treatment system and follow all Tenn. Comp. R. & Regs.1220-4-13. 9. Adjust timers, blowers, valves, disinfectant dissolution rates, and other operational controls to ensure efficient, sustained operation of the Wastewater Treatment Plant with all governing rules and regulations. 10. Inform the Welcome Center Manager, in writing or via email, of needed maintenance and/or sludge wasting. Modifications to the system must be approved in advance by TDEC, Department of Transportation (“TDOT”), and TDTD. 11. Be available to meet with regulatory personnel from the Division of Water Pollution Control or other governing agency upon reasonable notice. The cost for this service is to be included in bid. 12.
