Specifications include, but are not limited to: A Feasibility and Environmental Impact study accompanied by a probable cost to develop an emergency motor vehicle operators course training facility is requested. The study will focus on location identified by the RIDPS (*See photo on page 10); however, the study is not limited to this location. In completing the aforementioned, vendors are instructed to consider the below listed four principal components in their calculations. Four principal components are necessary for the development of this Driver Training Facility: a highway training course, tactical driving course/skid pad area, vehicle operations center/classroom, and a maintenance facility. Some related roadway access, utility extensions, safety fencing, and environmental elements will also need to be incorporated into the project. These components, when completed, will provide an up-to-date training facility that may be used by all law enforcement agencies throughout the State. Experience in other states has clearly shown that the operation of such a facility saves money, decreases time loss and personal injury, and significantly reduces property damage. The goal is to create a facility where all driving conditions can be simulated, ensuring each driver varied experience and training.
