Specifications include, but are not limited to: 1. The State is seeking to hire a CM/GC who can effectively partner with the State on the construction of an Emergency Vehicle Obstacle Course (EVOC) track complex at the new Multi-Agency Law Enforcement Training Academy campus at Cockrill Bend. Training facilities will include: skid pad(s), obstacle pad(s), shooting simulation building, city layout and scenario village buildings, observation tower, motorcycle training area, and training pond. Administrative facilities will include vehicle maintenance and storage facilities, instructor offices and classrooms, and driving simulation rooms. The course may be located within the floodplain, so environmental remediation will be required. Given the remote nature of this facility, roadway construction will be needed to connect this facility to the main campus. 2. The project will require coordination with the adjacent John C. Tune Airport and the FAA given the proximity to the airport. As the project is a part of a larger campus development, the project will require coordination with contractors constructing other facilities on adjacent properties. 3. The State intends to secure a contract for CM/GC services. The CM/GC shall provide consulting, scheduling, and estimating/cost control services during the design phase of the Project, and shall be the general contractor during construction, holding the trade contracts and providing the management and construction services during the construction phase. The CM/GC shall competitively procure and contract with the trade contractors and assume the responsibility and the risk of construction delivery within the specified cost and schedule terms, after providing a Guaranteed Maximum Price (GMP) for the scope(s) of work for the project identified on the RFP cover page of the Project Specific Documents.
