Specifications include, but are not limited to: Department of Commerce Division of Energy Resources Request for Proposals for Minnesota Home Energy Rebates Program Design and Application Support The Minnesota Department of Commerce (“Department”) is creating an application for the US Department of Energy (“DOE”) Home Energy Rebate Programs. These programs will deliver rebates for single-family and multifamily residential home energy efficiency projects, electrification projects, and appliance installations. DOE envisions the Home Energy Rebates will help grow the equitable clean energy economy by scaling access to and demand for home energy upgrades for all. This Request for Proposal (RFP) seeks strategic program design and application support. The selected vendor is expected to provide program design services, including stakeholder engagement and workforce planning, and present the Department with analysis and recommendations at key decision points throughout the planning process.
