Specifications include, but are not limited to: In the wake of the COVID-19 pandemic, the Minnesota Department of Health (MDH) Infectious Disease Epidemiology, Prevention and Control (IDEPC) Division is grappling with the impacts of the unprecedented and overwhelming stress on its employees and ways of working. IDEPC is requesting proposals to help employees acknowledge the stress, burnout, fatigue, and residual after-effects caused by the pandemic; to help them debrief these feelings; and to move forward with increased resilience, improved culture, and revamped operating systems. MDH needs a “nervous system reset”, a reflection and refreshing of ourselves and culture, and improved operating systems that best meet the needs of our staff in a hybrid work environment. MDH is looking for a contractor to work with the approximately 300 IDEPC employees to conduct debrief/processing sessions, buttress resiliency, reestablish a sense of team, and provide forward-thinking strategic planning. In addition, there have been concerns regarding past IDEPC culture, and room for growth in how to de-silo and work productively with other divisions. Contractor will need to work across the division and across the agency to provide insights into how to improve these relationships by meeting with non-IDEPC staff and leaders. Finally, work operations have drastically changed since COVID including changes like hybrid work schedules for many employees. IDEPC would like a contractor to assist the division in enhancing their operation systems by helping to optimize work-life balance, team building, effective communication, efficient decision making – while always protecting, maintaining, and improving the health of all Minnesotans as our primary goal.
