Specifications include, but are not limited to: a. Review current GIS Information, included as Attachment 1, to identify limitations and opportunities for concept development. b. Conduct meetings with City staff to identify concept goals and budgetary constraints. c. Develop a concept plan and estimated construction budget for consideration by Mayor, staff, and elected officials. d. After concept approval, consult regularly with the City staff regarding the progress of design and the cost implications. Consultation should include at a minimum a 20%, 60%, and final design review meetings. e. Prepare architectural drawings, specifications, and contract documents for permitting and construction. f. Ensure the building design is compliant with the currently adopted zoning and building codes. g. Incorporate green building techniques where possible and emphasize energy efficiency and offset if possible. h. Include electrical, mechanical, plumbing, network, and other utilities within the design plan for a completely functioning building. i. Assist City staff in drafting construction bid and contract documents. j. Provide progress inspection and contract administration services during and immediately following construction. Assist the City in obtaining full completion and satisfaction from the design firm and in the enforcement of product guarantees. k. Provide service itemized cost list to include staff time and rates for each phase.
