Specifications include, but are not limited to: Collection of traffic count data in Lake County and Porter County on US Highways and State Roads during the 2024 calendar year in support of INDOTs Coverage Count Program. The locations at which data is to be collected are identified in INDOTs Traffic Count Database System (TCDS). There are approximately 405 locations in Lake County and 188 locations in Porter County. No count locations on Interstate Highways or the associated ramps are included in this contract. Each study is to be 48 hours in duration and the vehicles are to be classified in accordance with FHWA Scheme F which has 13 vehicle classifications, as implemented by INDOT. Each study is to have data for each lane and each travel direction and have time data bins of 15 minutes. Where classification is not feasible due to proximity of traffic signals or other factors, a 48 hour axle study or a 24 hour six-bin vehicle classified MioVision study may be substituted. MioVision studies may be used at a frequency along a corridor of one MioVision per four count locations. Video from MioVision studies will be processed through INDOTs account with MioVision. The costs of processing will be paid to MioVision by INDOT. Payment will be made for completed studies that have been accepted by INDOT into TCDS, irrespective of the quantity or type of equipment used to complete the study. Recounts may be needed in the event that a study is dramatically different from previous studies. When a recount confirms the validity of the initial study, both will be accepted into TCDS and payment made. When a recount indicates that the initial study was flawed, payment will only be made for the study accepted into TCDS. It is expected that rate of recounts will be 15% or less. Personnel collecting data shall be certified by INDOT as having completed INDOTs Traffic Count Technician Training Program. Equipment to be used in performance of studies under this contract shall be approved by INDOT and have been calibrated within the one year from the date of the commencement of the study. Documentation of technician certification and counter calibration shall be provided to INDOT upon request. In addition to calibration, confirmation that classification is performed with the same method employed by INDOT will be confirmed prior to studies being accepted. Raw data files from the data collection equipment is to be archived by the Consultant for a period of seven years following the completion of work under the contract and copies provided to INDOT upon request. Cost will be a consideration in the selection scoring process.
