Specifications include, but are not limited to: Recognizing the need, BHS–CARS is seeking organizations that could expand capacity of Residential Substance Use Disorder treatment. BHS will provide funding to make three one-time awards of $300,000 for start-up costs in order to establish increased Substance Use Disorder Residential Treatment capacity in the Milwaukee County community. By responding to this EOI, agencies may be invited to submit an application for funding under a formal competitive Request for Proposals process. It is expected that agencies receiving start-up funding would be added to the CARS SUD Residential Treatment network, if they aren’t already network providers. Also as part of this EOI, CARS seeks statements of qualification and capacity from organizations interested in participating in a network of providers for the Substance Use Disorder Residential Treatment level of care. Applications may be given consideration for currently certified providers or those who anticipate obtaining certification in the next six months through the State of Wisconsin as a Transitional Residential Treatment Service. (DHS 75.53) and/or Medically Monitored Residential Treatment Services. (DHS 75.54). Additionally, facilities must meet the requirements for building design under ss. DHS 83.62 to 83.64. Milwaukee County BHS is interested in hearing from organizations that are able to expand local capacity to provide Substance Use Disorder Residential Substance Treatment. Current providers of Substance Use Disorder Residential Treatment services under a CARS Fee For Service Agreement who are not able to increase capacity do not need to participate in this EOI. Responding to this EOI does not imply or ensure any future contract or relationship with Milwaukee County. However, BHS may use responses to expand the network of current providers within the fee-for-service system.
