Specifications include, but are not limited to: III.A Staff Collaboration The consultant will clearly identify in its proposal what assistance from staff is desired and expected. The consultant will attend regular virtual meetings with public art staff at least every two weeks throughout the Public Art Master Plan process. III.B Survey of Existing Collection A trained conservator will inspect the City’s current public art collection provide an assessment of the valuation of each piece, recommend repairs, and recommend a Public Art Maintenance Plan. The collection currently consists of 26 pieces, not including painted utility boxes. III.C Review of Existing City of Milpitas Public Art History and Policies and Procedures The consultant will review the history of public art in Milpitas and existing Milpitas Public Art Policies and Procedures. III.D Benchmarking/Best Practices The consultant will compare Milpitas Public Art Policies and Procedures with those of surrounding communities and industry best practices, as recommended by Americans for the Arts. III.E Stakeholder Interviews An experienced interviewer will develop stakeholder interview questions and conduct three small group discussions with stakeholders identified by the City (including City Council, Commissioners, and selected residents/business representatives). III.F Public Survey The consultant will develop a public survey and implement a public outreach plan designed to get maximum input from a demographically representative sample. Goal is a target sample of 1,000+ survey responses. Milpitas has a population of 80,000+ and is very diverse, with a large percentage of residents for whom English is a second language. III.G Recommendations Following the research phase, the consultant will work with staff to develop realistic draft recommendations in the following areas to cover the next decade: • Public Art Vision • Public Art Program Goals • Public Art Policy or Procedure Changes • Public Art Opportunities – specific locations, conceptual projects, events • Public Art Maintenance Plan • Sustainable Funding Plan III.H Public Meeting The consultant will host at least one public meeting to present the draft recommendations and gather public feedback. As needed, the consultant will work with staff to refine recommendations prior to drafting the Public Art Master Plan. III.I Public Art Master Plan Drafts The consultant should plan for four draft reviews of the Master Plan document (public art staff, City Management, Arts Commission, City Council) and two public presentations (Arts Commission, City Council). III.J Public Art Master Plan Final Draft Upon Council approval of the recommendations, the Consultant will finalize the Public Art Master Plan document, and provide 12 printed copies as well as a PDF copy.
