Background: Contract 140313 between OSH and Siemens (fire alarm and sprinkler testing, inspection, upgrades & repair service) was executed 12/3/2012, awarded from a competitive solicitation under RFP 3435. A Special Procurement (4605) was completed to extend the contract an additional 5 years beyond the maximum term date (exp 10/31/2018) to 10/31/2023. Due to the age of the original contract, changes in Standard Terms and Conditions implemented since its creation, as well as the limitations of Special Procurement 4605, it became necessary to execute a new contract in order to maintain the Siemens XLS Fire Alarm System already installed at the Oregon State Hospital. Separately, a Services Purchase Order (SPO) 182135 was issued to bridge critical inspection services until the longer-term contract is in place.
