Specifications include, but are not limited to: The successful Proposer will perform the requested activities: 1. Quality (Case Management Best Practices): a. Provide recommendations on a QA process centered around the LifeCourse process, the ISP and quality outcomes for Individuals and families. b. Provide recommendations on a consistent way to establish, measure and provide training on quality outcomes. c. Develop quality standards for business processes and documentation that CMEs are responsible for, including but not limited to ISP process and documents. d. Develop process of assessing and identifying quality for QA process e. Propose training approach for consistent application of standards and practices in evaluating and measuring quality. f. Provide ODDS recommendations on how to hold CMEs accountable to quality outcomes on the same level or greater than compliance outcomes. i. Recommendations should include a review of work other states have done in developing quality outcomes and how they build in incentives to encourage sustainable best practices. g. Provide recommendations on effective ways (e.g., accessible ways to engage) for ODDS QA to conduct satisfaction/experiential surveys for Individuals receiving I/DD services, families of Individuals receiving I/DD services, I/DD providers, Case Management Entities, Tribal Nations, and other community partners. h. Conduct an assessment and provide recommendations of ways to embed ODHS service equity elements into the QA process. 2. Compliance: a. Evaluate ODDS compliance audits of case management activities that ensure they: I. Align with our stated values II. Are measurable and actionable III. Support economy of effort b. Research and provide an assessment and recommendations of QA process logistics specific to: I. CME audit schedule and frequency of audit reviews II. QA audit sample methodology and process
