Specifications include, but are not limited to: The successful Proposer will perform a cost-benefit evaluation of whether the Program should be contracted out to an outside entity (vendor). The evaluation will consider factors such as: • cost of DAS maintaining and operating the current Program, • expected benefits and drawbacks of outsourcing the Program, in part or in whole, to a vendor, and • the extent to which the evaluation is based on current statutes and administrative rules (See Section 2.3.1), or assumes revisions to those statutes or administrative rules. Additionally, the evaluation must include analyzing the appropriate size of the staffing for the Program by determining the amount of time (hours and minutes)taken by staff members and wage cost of such staff members’ time to perform each phase of the surplus process for both federal and state property disposal. The time evaluation will include analysis of the time and cost required to: • Hire, train, and manage employees’ performance. • Provide customer service. • Schedule meetings and manage communication, • Order supplies and processing invoices • Clean and screen properties for sale or auction • Intake property (receiving and cataloguing). • Verify item received, inspect condition, and assign value. • List items for online auction or local sale. • Auction items (as needed). • Receive payment/complete necessary paperwork/arrange pickup or shipping. • Provide any other pertinent services.
