Specifications include, but are not limited to: Review of existing reports and studies. • Development and implementation of a comprehensive, meaningful and productive community engagement process with guidance and direction from City staff. The engagement process will gather public input, assist in the decision-making process and inform the community throughout development of the project. The process may include, but not be limited to: • Public Surveys • Individual and group interviews with key stakeholders • Public Meetings • Interviews with City Council members • In-person, virtual, online and social media opportunities • Create multiple conceptual designs and final Master Plan based on a program and vision for the project area developed collaboratively with stakeholders, appointed and elected officials, and the community. The program should consider: • Access and views to the Beach, Grommet Island, First Street Jetty, Rudee Walk and Rudee Inlet • Pedestrian and multi-modal connections to destinations adjacent to the site within the Resort Area • Fishing area(s) • Public Art, Signage and Wayfinding • Public spaces of different scales and uses • Operation of current and future events, festivals and programs including access & maintenance • Parking Structure • Other active & passive uses identified & confirmed through the community engagement process • Preparation of designs for all park open space, public facilities and adjacent streetscapes for the project site. Work includes all analysis, plans, renderings and visualizations needed to convey design intent. • Presentations of proposed vision, program and design to City Boards, Commissions and the City Council. • Perform ALTA Survey of the entire project area. (Exact scope will be determined with selected Offeror) • Identify all public and private utilities within project area and that will be impacted by project • Perform geotechnical borings and report(s). (Exact scope will be determined with selected Offeror) • Cost Estimates at each stage of the project including conceptual design alternatives & final master plan. • Optional economic market study to inform the master plan and parking structure. Study shall evaluate and recommend the type of structure, number of parking spaces and consideration of potential Mixed-Use development for the parking structure. Mixed Use development approaches possibly may include commercial and/or residential uses that appropriately integrate with the future vision of Rudee Loop Park, other projects in the area and overall destination of the Resort Area. • Optional constructability assessment and phasing study to inform development of the master plan
