Specifications include, but are not limited to: 1. Baseline Analysis: a. Review and evaluate current zoning requirements, applicable Town plans, and regional planning documents to establish a sufficient foundation for the recommendations of this Plan. b. Conduct a conditions assessment of the project area including but not limited to the following: i. Current use and development patterns ii. Roadway network iii. Infrastructure iv. Bicycle and pedestrian facilities v. Parking and public transit c. Evaluation of current build out and development patterns, market data, and regional development trends. 2. Community Engagement: a. Engage directly with businesses, property owners, and other stakeholders within the project area. b. Conduct a town-wide survey to better understand current use patterns, perceptions, and community preferences pertaining to the project area. c. Lead a public information session(s) to present business outreach and survey results, and to lead key stakeholders through a visioning process to build a consensus that articulates a vision for the Town Center that considers stakeholder feedback and market realities. 3. Master Plan a. Preparation of a Town Center Master Plan that will include, at a minimum: i. Findings of Baseline Analysis including a summary of data reviewed. ii. Overview and results of community engagement process. iii. Key infrastructure improvements which will further support current and future developments and the community’s shared vision for the project area. iv. Identification of assets and barriers to development, with solutions to reduce or eliminate such barriers. v. Development of a GIS-based concept plan(s) that incorporates stakeholder and community feedback, housing and development market information and zoning recommendations. vi. Recommended policy changes to facilitate desired development.
