Specifications include, but are not limited to: Mountain Line and the City of Flagstaff are partnering to design and construct a series of pedestrian and bicycle infrastructure improvements across Flagstaff to support access to transit. Pre-Construction Services – The Construction-Manager-at-Risk (CMAR) will provide the following services: A. Participate in project site reviews with the design team to identify impacts to design and provide constructability assessments. B. Provide constructability reviews of the project design documents that include advising on actions to minimize adverse effects of labor and material shortages. C. Coordinate with Design Professional on utility conflict investigation during the design phase. D. Provide recommendations on construction feasibility including estimates of alternative designs or materials, preliminary budgets, possible economies and grouping or bundling of project components for delivery with GMP(s). E. Prepare and periodically update a preliminary project schedule for Mountain Line and City of Flagstaff’s review. 1. Coordinate and integrate the preliminary project schedule that includes design, preconstruction, and construction activities. As the design proceeds, the preliminary project schedule shall be updated. The preliminary schedule will indicate proposed activity sequences and durations, milestone dates for receipt and approval of pertinent information; GMP(s)/draft contract proposal and approval; procurement timelines; mobilization; site preparation; demolition; construction activities; construction completion; and close-out activities. 2. Recommend to Mountain Line and City of Flagstaff a schedule for procurement of long lead items that will constitute part of the work as required to meet the project schedule. F. Provide recommendations on phasing and fast track strategies to incorporate into the design documents and project pre-planning. G. Participate in design meetings to coordinate and communicate activities of the construction team through the design and pre-construction phases to all members of the project team, including the owner and the design teams. H. Provide pre-construction cost estimates for phased construction. 1. CMAR shall provide costing exercises for design milestones. 2. For estimates above, unit pricing shall be provided and shall be a composite of material, labor and equipment and will reflect construction I. Perform value engineering and provide recommendations as needed. J. Consult with Mountain Line, City of Flagstaff, and Design Professional regarding site use and improvements, phasing of the work, selection of materials and equipment required for construction of the scope of work.
