Specifications include, but are not limited to: The Department seeks the services of a qualified engineering consultant team (“Consultant”) to provide preliminary engineering services, including project surveying and design, public outreach support, and right of way acquisition services. Specifically, work will consist of the Consultant delivering the following services: 1. Surveying Services - The Consultant shall provide all labor, equipment and materials to prepare mapping and complete the design of all elements of the project. The Consultant shall: a. Perform research of existing records b. Establish a horizontal control network c. Establish a vertical control network d. Conduct a topographic survey e. In coordination with the County Surveyor: i. Recover and tie monuments of record ii. Resolve road centerline alignments iii. Prepare a Recovery and Retracement Survey Filing Map f. Prepare the right-of-way base map g. Prepare legal descriptions and maps for right of way acquisitions and legalizations required for the project. Up to eight (8) right of way files are anticipated. h. Monument the new project right of way and file a survey of record for the project upon construction completion. 2. Design Engineering Services – The Consultant shall provide all labor, equipment and materials for the development of engineered Public Improvement Plans. The Consultant shall: a. Develop conceptual intersection improvement alternatives. Tasks will include: i. Prepare conceptual maps depicting alignments for: South Century Drive/Huntington Road Roundabout (one (1) concept anticipated) South Century Drive/Spring River Road Roundabout (up to two (2) alternative concepts anticipated) South Century Drive/Venture Lane Intersection Improvement (up to four (4) alternative concepts anticipated) ii. Prepare an analysis report that will include: Current and 20-year horizon period safety and capacity performance for alternative concepts. Crash data analysis to identify safety deficiencies at and near the intersections. Considerations for planned growth and planned future improvements within the project area. Considerations for connection to existing bicycle and pedestrian infrastructure within the Project vicinity. Findings and recommendations for a preferred concept. iii. Provide planning level cost estimates for each improvement concept. iv. Provide alternative concept graphics and other project concept media for use on the Department’s website or a project website, during open house presentations, and in Department presentations to the Board of County Commissioners and other public forums. v. Refine concepts based Department staff, community partner, and public input.
